Yes. Select the top-level folder and the converter walks every subfolder for .eml files, so you do not have to flatten anything by hand first. All of them are merged into the single output PST regardless of how deep the original folder structure was.
Yes. The output PST is written in Unicode, so subjects, sender and recipient names, and message bodies in any script - Cyrillic, CJK, or emoji - convert exactly as they appear in the source .eml files. This has been verified by opening the result in a real Outlook profile, not just checking the raw file.
Attachments stay bound to the message they arrived with and are extracted byte for byte, the same as the body text. Duplicate .eml files simply produce duplicate messages in the PST - the converter does not silently drop or dedupe anything, so you keep full control over cleanup afterward.
